South Korea's Defense Minister vows to strengthen the military. Your opinions?

My first husband fought in the Korean war back in the fifties, it never resolved anything, cost a lot of lives, cannot believe they are starting up again. I hope the US stay out. Too many young men being killed in Iraq now, when one man was responsible for 9/11 and he was in Afganastan not Iraq.
