Is the police right to arrest and interview a person for domestic ault if no complaint has been made?

the police arrested and interviewed my friend for domestic ault eventhough no complaint was made against my friend. the police then found from their investigation that there is no evidence and subsequently took no further action. was the police right for arresting my friend when there was no complaint made against her? what action can my friend take?
